la semana pasada se dio a conocer que marines Americanos estaban entrenando en la Argentina junto con tropas Argentinas. y se denuncio que estos ejercicios eran clandestinos porque no habian sido aprobados por el congreso. rapidamente salio el presidente (Duhalde) diciendo que era imposible que eso estuviera sucediendo sin que el presidente lo supiera, y que si eso fuera asi el ministro de defensa (Jaunarena) no duraria un minuto mas en el cargo. "nunca sucedio y nunca sucedera".
para la sorpresa del presidente ayer en un programa televisivo (Dia D) se dieron a conocer los proyectos que firmados por el presidente que habian sido, algunos, aprobados despues de que se llevaron a cabo los ejercicios de los marines Americanos, o peor aun, nunca habian sido aprobado y se hicieron igual. siendo que esto esta prohibido por el articulo 75 de la Constitucion Nacional.
El 2 de abril el ministro de defensa dijo que no habia marines en la argentina.

La decision del Gobierno de garantizarles inmunidad diplomatica a las tropas estadounidenses que vengan a entrenarse a la Argentina genero ayer una sonora polemica.
El senador Eduardo Menem (PJ), titular de la Comision de Relaciones Exteriores, advirtio que el proyecto del Gobierno "sienta un pesimo antecedente". Su colega de banca Cristina Fernandez de Kirchner le recordo al Gobierno que "esto no es una mision diplomatica de un pais, sino son tropas de entrenamiento". Y el precandidato radical Rodolfo Terragno se pregunto si los soldados estadounidenses "vienen a cometer actos de genocidio o violaciones a los derechos humanos para que Estados Unidos necesite tantas garantias" de la Argentina.
El canciller Carlos Ruckauf aseguro a este diario que "si un soldado norteamericano mata a un ciudadano argentino va preso en la Argentina", aunque reconocio que los militares que se entrenen en el pais contaran con un grado de inmunidad diplomatica.
Esta semana, el Departamento de Estado comunico a la Cancilleria su decision de suspender los ejercicios militares conjuntos, planificados para octubre y noviembre en la selva misionera.
Acto seguido, el secretario de Defensa norteamericano, Donald Rumsfeld, le explico al canciller Carlos Ruckauf que el entrenamiento se reanudaria solo si la Argentina le garantizaba "por escrito" al gobierno estadounidense la "inmunidad" de sus soldados. Especificamente, que ninguno de sus efectivos militares pueda ser juzgado en nombre del nuevo Tribunal Penal Internacional, una corte que se ocupara de castigar los crimenes de guerra, contra la Humanidad y genocidio.
La Argentina adhirio desde un principio a la creacion del llamado Tribunal de Roma, al que hoy se opone con fervor la Casa Blanca. Por esta razon, Washington amenazo con retirar a sus tropas en el mundo si los paises que adhirieron a la Corte Internacional no firman un acuerdo bilateral exceptuandolos de su aplicacion.
El viernes pasado, tal como revelo este diario, los expertos de la Cancilleria encontraron el atajo juridico que cumple con la exigencia norteamericana y no necesita pasar por el Congreso: reconocerle a los soldados estadounidenses que ingresen a territorio nacional con status diplomatico.
Los marines que pisen la Argentina seran recibidos como "personal tecnico - administrativo", amparados en la Convencion de Viena sobre Relaciones Diplomaticas de 1961.
En concreto, quien posee inmunidad diplomatica se encuentra fuera de la jurisdiccion criminal y civil del Estado anfitrion. Y no responde a la ley de ese pais.
Fuentes diplomaticas consultadas por Clarin indicaron que la inmunidad que ofrece la Argentina podria, en un caso excepcional, ser aplicable a tropas internacionales, con mandato, de la ONU. Pero nunca a los efectivos de otro Estado.
Ruckauf dijo ayer que "la Argentina no va a modificar su actual legislacion y sigue vigente nuestra adhesion al Tribunal Penal Internacional. No es verdad que vayamos a autorizar a los soldados norteamericanos a que puedan cometer delitos".
Lo cierto es que el Gobierno negocia el texto de un documento que satisfaga las inquietudes del Departamento de Estado para ponerle nueva fecha a los ejercicios. Tiene que ser un compromiso escrito y homologado por la Cancilleria, es la condicion norteamericana.
Pero calmar el reclamo norteamericano no terminara con la polemica. Ayer, dijeron varios legisladores sobre la cuestion:
· Eduardo Menem: "Dar inmunidad a los soldados transgrede lo firmado en Roma, al crearse la Corte Penal Internacional."
· Cristina de Kirchner : "Una locura. ¿Para que firmamos el Estatuto de Roma que creo la Corte Internacional. La inmunidad tiene que ser tratada por el Congreso."
· Rodolfo Terragno: "Cuesta creer que Argentina organice este contrabando juridico. Es un peligroso precedente."
· Nilda Garre (diputada Frepaso): "Esto es insolito y una violacion al Tribunal Internacional. Es un subterfugio para hacernos creer que militares de EE.UU. vienen a cumplir funciones en una embajada."
· Carlos Raimundi (diputado ARI): "Es otra de las lacras de ser aliados extra OTAN. Me da vergüenza una decision que es propia de una republica bananera."
Esto demuestra la imposicion continua del gobierno yanqui sobre nuestros paises latinoamericanos, da lastima por Argentina que tenga que ser la "cachifa" De Bush, triste.

Una nota publicada por el Financial Times, de Londres, el 18 de julio de 2001, dice: "Como Donald Rumsfeld puede salvar a la Argentina... La Argentina deberia proponerse como ayuda en la defensa misilistica, a cambio de ayuda financiera, propone David Hale.
"Estamos ante un serio riesgo de que la crisis financiera Argentina se salga de control y prepare el terreno para acontecimientos que podrian desestabilizar por muchos años toda la region del Mercosur.
Los problemas argentinos son bien conocidos. Su moneda se ha clavado con el dolar a partir de 1991, y el peso ha ido revaluandose junto con el dolar norteamericano, aunque la Argentina, basicamente, es un pais productor de commodities cuyos terminos del intercambio se deterioran. La deuda publica argentina excede el 50% del producto bruto interno, y el pais esta pagando tasas de interes real de entre 14 y 15% porque los mercados temen que la prolongada recesion que hay en el pais terminara por forzar al gobierno a declararse en cesacion de pagos. Hace poco, la Argentina reestructuro su deuda de modo de prolongar en el tiempo las devoluciones de capital, pero al precio de incrementar las tasas de interes de los bonos canjeados.
Le seria dificil a la Argentina salir de la crisis impulsando un crecimiento de las exportaciones por medio de una devaluacion, porque en la practica su sistema financiero esta dolarizado, sea en forma explicita, sea bajo contratos indexados. Si se dejara flotar al peso, no caeria, como proponen muchos economistas, un 20%. Al igual que en el caso de la moneda indonesia en 1997-98, la corrida para comprar dolares que permitan honrar las deudas lo haria caer un 80 o 90%. Es posible que, en ese caso, el Congreso argentino se vea forzado a imitar la politica de Roosevelt de 1933, declarando nulos e invalidos todos los contratos firmados en dolares. Antes de 1933, muchos contratos norteamericanos tenian garantias en oro, y Roosevelt las elimino para reducir las dificultades financieras que produjo su devaluacion del dolar en relacion al oro.
Si la Argentina siguiera ese curso de accion, las consecuencias serian planetarias, porque mas de las tres cuartas partes del sistema bancario de ese pais esta bajo control de bancos españoles, norteamericanos, de Hong Kong y de otros paises. En realidad, si no tuviera tan buen acceso al capital extranjero, el sistema bancario argentino ya habria entrado en implosion. Si la Argentina entra en cesacion de pagos, la region del Mercosur se torna vulnerable a una seria crisis, porque tambien Brasil tiene una moneda debil, tasas de interes en alza y carencias de electricidad. El gobierno se ha vuelto impopular, y las encuestas de opinion sugieren que en las presidenciales de 2003 podria ganar un demagogo marxista o populista, quien podria llegar a generar un prolongado periodo de inestabilidad economica.
La situacion podria tornarse tan fragil que hasta pueden imaginarse escenarios en los que tanto la Argentina como el Brasil podrian retornar al gobierno militar.
A fines del año pasado, el FMI ofrecio a la Argentina un significativo paquete de ayuda, para reducir las inquietudes del mercado en torno al riesgo de la cesacion de pago. Pero el mercado sigue esceptico, debido a las contradicciones fundamentales de las politicas argentinas y a la percepcion de que ni los Estados Unidos ni los demas miembros del Grupo de los Siete paises industriales lideres apoyaran un nuevo paquete de ayuda importante.
Ironicamente, el retorno de Domingo Cavallo al Ministerio de Economia del gobierno incremento las aprehensiones de los inversores, debido a que estuvo toqueteando la paridad fija con el dolar por medio de una tasa cambiaria dual para el comercio exterior. Dado que fue Cavallo quien introdujo la paridad fija hace diez años, los inversores temen que sus intentos de modificarla esten preparando el terreno para su colapso total. En cambio, hace seis meses la idea generalizada era que la Argentina dolarizaria su economia en lugar de abandonar el sistema de caja de conversion.
Otro problema de la Argentina es la realidad geopolitica. Los inversores no piensan que los Estados Unidos estaran tan decididos a detener la crisis argentina como lo estuvieron, seis años atras, en el caso de Mejico, en el de Corea del Sur hace cuatro años o, mas recientemente, en el caso de Turquia.
Uno de los rasgos mas importantes de las modernas crisis financieras en los paises en desarrollo ha sido que los Estados Unidos intervienen agresivamente cuando tienen una relacion militar con ese pais.
En el caso de Corea del Sur, el gobierno norteamericano apoyo un prestamo del FMI y tambien requirio de los bancos comerciales norteamericanos que reescalonaran sus prestamos. No ofrecio similar ayuda a Indonesia o Tailandia porque no encontro que esos paises tuvieran el mismo interes estrategico.
Tambien Turquia, cuyo gobierno es tan incompetente como corrupto, se las arreglo para obtener una buena ayuda, porque pertenece a la OTAN y porque esta cerca de Irak.
Pero hay una esperanza para la situacion de la Argentina. El gobierno argentino podria dividir por dos los costos de sus prestamos si pudiera convencer al Departamento de Defensa de los Estados Unidos para que implante en ese pais algun tipo de base militar. El Pentagono tiene planes para invertir grandes sumas en el sistema de defensa misilistica. La Argentina podria solicitar del Pentagono que construya en su territorio una de sus estaciones de vigilancia del hemisferio sur, porque esta mejor localizada que otros aliados tradicionales de los Estados Unidos. Australia podria tener problemas para aceptar semejante instalacion, teniendo en cuenta que pronto elegira un gobierno laborista, que no ve con simpatia la defensa misilistica. Nueva Zelandia elimino su fuerza aerea, y se retiro del sistema de alianzas occidentales. Africa del Sur tiene una relacion ambigua con el poder militar norteamericano, y probablemente no seria una localizacion confiable para la defensa misilistica.
En la edad moderna, los inversores suelen dirigirse a los gobernadores de los bancos centrales y a los ministros de hacienda en busqueda de liderazgo cuando hay que resolver crisis financieras. Pero la verdad es que hay poco que Alan Greenspan, Paul O'Neill, Gordon Brown, Hans Eichel y los restantes lideres del G7 puedan hacer para ayudar a la Argentina sin ofrecerle prestamos inmensos y sin crear nuevas formas de riesgo de daño moral en todos los paises con mercados emergentes.
El unico hombre que puede reducir las tasas de interes de la Argentina, disminuir los riesgos de contagio financiero en los mercados emergentes, y salvar la democracia en el Cono Sur de America es Donald Rumsfeld, el Secretario de Defensa de los Estados Unidos. Es el quien tiene que desarrollar la vision estrategica del teatro de operaciones de la defensa misilistica que le de a la Argentina un papel en la politica de seguridad nacional de los Estados Unidos tal que los inversores lleguen a creer que la administracion Bush no permitira que ese pais entre en cesacion de pagos. Una vez que se produzca ese cambio perceptivo, no sera necesaria ninguna ayuda oficial adicional, porque en el mercado, lo que se percibe es la realidad.

Cancilleria no analiza "oficialmente" la propuesta

Segun fuentes oficiales consultadas por Provincia 23, en la Cancilleria argentina "no se esta analizando oficialmente el tema", y no se mostraron soprendidos por la informacion, porque -inclusive- expresaron que ya tenian conocimiento por otros medios de prensa nacional.
Tampoco descartaron la accion de "mosaicos de inteligencia interesados en esta cuestion militar".
Analizaron, ademas, que una propuesta de esta naturaleza debia, primero, pasar por el ministerio de Defensa, luego por el Gabinete y, finalmente, ser sometido a estudio del Congreso. De todas formas, insistieron: "La Cancilleria no se expidio sobre el asunto, y no es un punto que este bajo analisis".

Sumenle a esto Plan Colombia (base de operaciones en Ecuador) y militarizacion de frontera... claro, seguramente a cambio de eso nos reduzcan la deuda y los intereses de la misma (casi seguro)... si estan dispuestos a pagar ese costo...
Nuestra recomendacion vuelve a ser no alineacion con Otan/Nafta y neutralidad... seria muy feo ver 25kms de Buenos Aires despedazados por algun atentado nuclear en 10 años o directamente en el medio de un intercambio entre China... si les queda algo, aunque sea defiendan el suelo...?
La(s) base(s) militares norteamericanas podrian estar en el sur del pais (Tierra del Fuego) + Antartida Argentina (monitoreo atlantico sur/region antartica) + norte del pais (monitoreo hemisferio sur + plan Colombia).
En Australia, USA no tendria mucha colaboracion por el nuevo gobierno Laborista (maybe), NZ ni cuenta y Sudafrica lo mas seguro es que tampoco (por otras razones)... preparense a ver marines por la Argentina.

Los Estados Unidos desembarcaran en la region para ayudar en "seguridad ambiental"
Fuerzas de seguridad y ambientalistas de Argentina, Bolivia, Brasil, Chile, EE.UU., Uruguay y Paraguay acordaron que el Comando Sur de la armada norteamericana ayude en defensa, seguridad y desarrollo ambiental. Con esta decision, la seguridad ambiental sera administrada por las FF.AA, con apoyo del Comando Sur, en detrimento de la soberania que deberia residir en la ciudadania civil
Se acordo dar plena autorizacion para que el Comando Sur de los Estados Unidos coopere "activamente y de asesoramiento en las funciones de seguridad, defensa y desarrollo" en los paises citados.
De a poco, Estados Unidos esta desembarcando con sus fuerzas militares en la Triple Frontera, region que considera "caliente" por la supuesta presencia de celulas terroristas o adeptos que las financian. Hace dos meses, Misiones firmo un convenio con los Marines de ese pais para que haga un monitoreo de enfermedades tropicales como el dengue y ahora, todos los paises del sur de America acordaron dejar sus fronteras abiertas al Ejercito estadounidense para que "ayude en seguridad ambiental".
El viernes, en un encuentro casi reservado, representantes de las fuerzas de seguridad y de las instituciones ambientalistas de Argentina, Bolivia, Brasil, Chile, EE.UU., Uruguay y Paraguay acordaron que el Comando Sur de la armada norteamericana ayude en "defensa, seguridad y desarrollo en materia ambiental". Fue durante el seminario realizado en el Yacht y Golf Club de Paraguay.
Unas 80 personas - mas militares que civiles- participaron del encuentro donde trabajaron en tres talleres, cuyas conclusiones generales coincidieron en que existe deficit en materia de cooperacion entre el sector de seguridad y el de ambiente.
Esta coincidencia trajo aparejada otra decision: se acordo dar plena autorizacion para que el Comando Sur de los Estados Unidos coopere "activamente y de asesoramiento en las funciones de seguridad, defensa y desarrollo" en los paises citados.
Para lograr estas conclusiones, los participantes se distribuyeron en tres equipos de trabajos, que tenian que responder preguntas que inducian claramente a la intervencion del Comando Sur en los paises del Cono Sur.
Por ejemplo, una de las preguntas que curiosamente aparecen en los tres grupos de trabajo fue: ''¿donde deberia centralizar sus esfuerzos de cooperacion ambiental el Comando Sur de los EE.UU.?'' o esta otra: ''¿pueden ser empleadas las FF.AA. para fortalecer la estabilidad regional a traves de los esfuerzos cooperativos en el tema ambiental?''.
Del encuentro participaron mas militares que civiles, que en su mayoria eran funcionarios estatales.
La organizacion estuvo a cargo del Ministerio de Defensa Nacional del Paraguay y de la Secretaria del Ambiente, con iniciativa y apoyo del Comando Sur de los Estados Unidos.
Durante el seminario se menciono que el clima de Paraguay esta controlado por 5 satelites, que registra todo lo que acontece en el pais; sobre Brasil hay 12 satelites; 5 en Bolivia, y asi en los demas paises.
Con esta decision del seminario, el tema de la seguridad ambiental estara practicamente administrado por las FF.AA. de cada pais, con apoyo del Comando Sur, en detrimento de la soberania ambiental que deberia residir en la ciudadania civil.
Ya hay un antecedente cercano de la injerencia de Estados Unidos en temas sociales del cono sur. Hace dos meses, el Ministerio de Salud Publica de Misiones firmo un convenio de colaboracion con el Ejercito de los Estados Unidos para profundizar los controles sobre el dengue.
El grupo de elite del ejercito norteamericano conocido como "Marines", tiene la delegacion mas importante de Sudamerica instalada en la ciudad de Lima, Peru. El objetivo es proteger a sus hombres, que estan diseminados por todo el mundo, de distintas enfermedades.
Alli cuentan con un laboratorio en el que incluso fabrican maquinas y reactivos para la deteccion de todas las enfermedades epidemiologicas como dengue, tuberculosis, chagas o fiebre amarilla .
Funcionarios del gobierno misionero, tomaron contacto con la oficial Tamis Patcel, que cumple servicios en la base norteamericana asentada en el puerto de El Callao de Peru (Center Detchan-Naval Medical Research).
Las condiciones del acuerdo establecen que la Provincia debe proveer toda la informacion epidemiologica que tenga sobre casos de la enfermedad que se detecten en el territorio provincial en general y en la ciudad de Puerto Iguazu en particular.
En ese marco, se deberan reportar tanto los casos los positivos como los sospechosos, y a que tipo de cepa corresponden (I- II- III o IV).
A cambio, los uniformados del pais del norte financiaran los honorarios de una bioquimica, que ya fue contratada con la firma del convenio el miercoles ultimo, segun informo el ministro del area Telmo Albretch.
Tambien "nos van a aportar todos los reactivos, tecnologia y todo lo que el laboratorio de Iguazu necesite para que sea un centro de referencia epidemiologico para el diagnostico" dijo Albretch y añadio que ellos se haran cargo del traslado de las muestras a Lima por via aerea.
El ministro de Salud señalo que el trabajo consistira "en determinar si el paciente esta afectado de una viremia, si tiene un virus". En tanto que "la confirmacion final del tipo de dengue, o la hacen ellos en Lima o la enviamos nosotros a Pergamino".

REPRESION, MARINES YANQUIS, ANUNCIOS DE SECESION
HACIA EL PAIS DE LAS ULTIMAS COSAS
Una unidad de 850 marines norteamericanos se instalara en Misiones. The New York Times anuncia la secesion de la Patagonia. La Argentina en crisis humanitaria: 9 millones de indigentes y 19 millones de pobres. La guerra de mafias en el PJ. Socialismo o barbarie.

Al cierre de esta nota, encontraba confirmacion una especie que circulaba desde semanas atras: 850 marines norteamericanos se instalaran en Misiones, en principio durante un mes, para hacer operaciones conjuntas con fuerzas militares y de seguridad de la Argentina.
El asunto tiene antecedentes, como la llamada "Operacion Cabañas", en Salta, simultanea con cortes de ruta en Mosconi y Tartagal. Como se recordara, en esa ocasion los infantes de marina, con unidades del Ejercito Argentino y de Gendarmeria, simularon la recuperacion de un pueblo tomado por guerrilleros, vestidos estos para esa practica como los piqueteros que a pocos kilometros de alli tenian tomados varios tramos de la ruta 34.
Ahora, las tropas Norteamericanas haran pie en la zona hipersensible de la Triple Frontera, lo cual, segun ellos mismos, forma parte de la "guerra global antiterrorista" del presidente Bush.
¿Como Rusia y Yugoslavia?
The New York Times, en su edicion del martes 27 de agosto, sostiene que "algunos en la Argentina ven en la secesion una respuesta al riesgo economico". En esa linea, el analista Larry Rohter, corresponsal de ese diario en America latina, recuerda que en la Patagonia vive apenas el 5 por ciento de la poblacion argentina, pero en ese territorio - casi la mitad del pais por su extension- se tiene una de las mayores reservas mundiales de agua potable, ademas de generarse alli gran parte del poder hidroelectrico nacional y guardarse el 80 por ciento de los recursos petroleros y gasiferos del pais. Rohter ve en las recientes propuestas de fusionar las provincias del Neuquen y Rio Negro "el primer paso hacia una eventual independencia" patagonica de la Argentina.
El corresponsal norteamericano cita los datos de una encuesta de la cual ya se habia hablado en abundancia cuando se dio a conocer en mayo. Se trata de un estudio de la consultora Giacobbe y Asociados, hecho para un cliente innominado. De alli surge que el 53 por ciento de los habitantes de la Patagonia quieren la secesion, y ese porcentaje trepa hasta el 78 por ciento entre los jovenes. Desde el primer momento, esa encuesta fue considerada parte de una campaña de prensa organizada poco despues de que el secretario de Defensa de los Estados Unidos, Donald Rumsfeld, dijera que su pais estaria dispuesto a cambiar deuda externa por territorios y respaldo militar. Esto es, una suerte de Plan Colombia llevado a escala continental.
En ese sentido, The New York Times recuerda que el gobierno argentino "esta pensando en vender parques nacionales para obtener los ingresos que necesita desesperadamente", y añade que "la Argentina abandonaria tambien sus reclamos a porciones de la Antartida y permitiria a tropas norteamericanas estacionarse en Tierra del Fuego a cambio de alivio a su deuda publica". Como se sabe, en Tierra del Fuego ya se esta construyendo una base militar de los Estados Unidos, y varios gremios fueguinos denunciaron la posibilidad de que se hagan alli pruebas con armamento nuclear.
Por otra parte, conviene recordar que magnates yanquis como Ted Turner ya han comprado grandes extensiones de tierra en la Patagonia. No es un dato menor, puesto que la ley norteamericana dice que las propiedades de sus ciudadanos en cualquier lugar del mundo forman parte del territorio de los Estados Unidos. No es lo peor: la ley norteamericana tambien autoriza a sus fuerzas militares y policiales a secuestrar personas en el extranjero, e incluso a asesinarlas si se tratara de politicos considerados "terroristas" por el Pentagono.
En definitiva, todo indica que estamos ante una invasion en regla, servilmente aceptada por un Congreso Nacional que permitira a una potencia extranjera, a todas luces enemiga, traer sus soldados e instalarlos en territorio del pais.
En cuanto a la posibilidad de un desmembramiento de la Argentina, ya no puede considerarse una tesis descabellada. Si se mira al mundo, se ve que ese ha sido el destino de muchos paises en situacion de crisis: ahi estan los casos de Rusia, de la ex Checoslovaquia, de los martirizados Balcanes. Ademas, la idea de la secesion tiene repetidores internos, como, por ejemplo, Adolfo Rodriguez Saa, quien poco despues de verse expulsado del gobierno por las cacerolas y por la crisis politica que hizo estallar al justicialismo, hablo de declarar la independencia de San Luis. En su momento, esa postura sono ridicula y risible, pero no hacia mas que dar vueltas a la manivela de una posibilidad cierta, que el imperialismo norteamericano tiene en carpeta, como se ve en el articulo de The New York Times.
La crisis humanitaria
Con sus 19 millones de pobres y 9 millones de indigentes, la Argentina ha entrado, si se siguen los parametros y los conceptos de Naciones Unidas, en situacion de crisis humanitaria. Esta catastrofe indica que esta en juego el grado de civilizacion alcanzado por el pais, junto con su integridad territorial y su independencia formal. Por eso el imperialismo busca salidas, incluso las mas extremas, para el proceso de disolucion del Estado nacional.
Por cierto, la Argentina no esta sola. La crisis que sufrimos no es mas que una parte de la crisis mundial, el modo particular en que esa crisis - cuyo epicentro se encuentra en los Estados Unidos, con su cadena de quiebras y colapso economico y financiero -, se expresa y golpea en nuestro pais.
El jueves 29 de agosto, el Fondo Monetario Internacional hizo saber formalmente, por escrito, lo que ya conociamos: han decidido soltarle la mano al gobierno argentino. Asi, queda expuesta la inutilidad de la perdida de reservas del Banco Central, empleadas para pagarle al Fondo, a pesar del default, mas de 3.000 millones de dolares en los ultimos seis meses. Ahora, el FMI dice con todas las letras que no piensa darle un solo dolar a un gobierno que no le ofrece garantias politicas elementales. En efecto, el Estado argentino no puede prometerle al Fondo que terminara con los piqueteros y con las Asambleas Populares, ni que controlara la guerra de mafias desatada en la interna del PJ - se estan tirando con muertos, como en la provincia de Buenos Aires segun denuncia el gobernador Sola- ni que podra mediar en la pelea de perros entre sectores de la propia burguesia saqueadora.
En este estado de cosas, el gobierno nacional y los provinciales hacen lo que pueden: reunen fuerzas de seguridad para aceitar la represion, secuestran medios de prensa opositores como en Santiago del Estero, asesinan piqueteros, dejan hacer a las bandas policiales dedicadas a secuestros extorsivos y otros rubros parecidos y, sobre todo, prepara una convocatoria electoral trucha que no consigue consolidarse y ni siquiera se sabe si finalmente habra elecciones ni como se haran. Nada de eso alcanza: por eso vienen los marines yanquis, por eso The New York Times habla de secesion.
Asi las cosas, la Argentina no es definitivamente un paramo ni se ha convertido en el pais de las ultimas cosas, y aun con dificultades no deja de ser una nacion civilizada, gracias unicamente a la lucha piquetera, a las fabricas ocupadas por sus obreros, a las Asambleas Populares.
La burguesia y sus mandantes imperialistas han demostrado largamente que no estan en condiciones de seguir administrando la sociedad. Por eso se grita que se vayan todos y por eso, seguramente, de aquellos piquetes, de esas fabricas y de esas Asambleas, saldra el gobierno de salvacion nacional que pondra las cosas en su lugar; es decir, donde nunca han estado, en una Argentina gobernada por primera vez por sus trabajadores, por sus organizaciones populares.
Asi queda a la vista de todos aquella alternativa formulada el siglo pasado por la I Internacional: socialismo o barbarie.
